Parent Engagement That Changes Outcomes

Permanency Primers© is a specialized parent engagement model that provides families with consistent, trauma-informed guidance throughout their child welfare journey.

Our Permanency Primers© work alongside case managers to help parents:

  • Understand and navigate their case plans

  • Identify and overcome barriers to progress

  • Develop practical life skills and healthy routines

  • Build confidence, accountability, and hope

  • Strengthen family relationships while working toward reunification

By providing individualized coaching and encouragement, Permanency Primers© help families stay engaged and focused on lasting change.

4 Sisters Solutions was founded by Eva Horner, whose own childhood experience with trauma and family separation inspired a lifelong commitment to helping families stay together whenever safely possible.

With more than 35 years of experience in and around child welfare, Eva has dedicated her career to improving parent engagement, strengthening child welfare systems, and creating innovative solutions that help families achieve lasting reunification.

 

Today, that mission lives on through a team committed to walking alongside families with compassion, accountability, and hope.
